My mother flew in to airport this morning and went to the taxi rank on ground floor. She presented our card for directions and was told it would cost USD39 to get to suk. soi 31. This is her 5th visit and knew far too much.Said no had thai baht. They then told her it was 450thb and no meter.... she also came up a month ago and arrived at the airport at the same time 6am on a Monday and had been told no meters- flat rate of thb450....
thb 450 is still outrageous, but not nearly as bad as USD39. or nearly thb1700. somebody is making a huge profit!!!!!

Don't go with the cab/limo drivers or companies inside the terminal.
If you get in the taxi, and the meter isn't on, say to the driver "go by meter". If he doesn't turn it on, tell him to stop, and get out, walk back to the taxi line, and report him. If they give you any problem ask around for a tourist police officer. There are plenty of honest drivers there. You should be able to find one
