I am writing this for a friend who does not have internet access.
He has been to Thailand many times and always books a package of flight, hotel and airport transfers with a reputable UK company.
The company provides vouchers for the airport transfer to use with one of their contracted drivers. On his last visit three weeks ago my friend was accosted at the airport by the usual horde of drivers. He showed the voucher and one driver assured him he worked for the company and that the journey would cost nothing.
On arrival at the hotel in Pattaya the driver demanded 2000 baht. My friend refused and went to his room. He was called down a short while later to find the driver in reception with two police officers. He subsequently settled on 1000 baht just to get rid of them even though he showed the voucher to the police.
On contacting the travel company he was told the same thing had happened the previous week. That person had refused to pay anything and no action was taken.
In this situation I would recommend calling the Tourist Police, who generally speak some English.
Having used one of these "limousines" on my first visit to Thailand, I now always use a taxi-meter and insist that the meter is turned on. It is cheaper than you would think.
