I work in Siam Square and for years a group of respectable looking, middle aged women at the mouth of Soi 2 have stopped any foreigners looking lost, it doesn't matter if the foreigner is young, old, male, female - whatever.
These women then proceed to bring out Bangkok maps and explain to the tourists that the only way to get to their destination is by Tuk Tuk - which of course is conveniently waiting . Obviously the tourists are then ripped off. This goes on all day right next to a tourist information booth.
I have reported this to the Tourist Authority of Thailand several times but I have never received a reply.
