Just after you get through Laos immigration on the Laos side of the bridge you'll be approached by several people offering you a taxi to Nong Khai. They will say it is a long way and offer a price of 400Thb. This is a complete rip-off as the journey is about 2km. Take the 15Thb bus across the bridge and then get a tuk-tuk after Thai immigration and past the carpark (more scammers here) for 40 or 50Thb.
